Heather Register Zbinden is the Programs and Website Coordinator for the CALS Roberts Library. She has a Master’s Degree in Public History from the University of Arkansas, Little Rock and has worked on public history projects in central Arkansas for over 20 years. Her work includes projects at the Old State House Museum, the Central High School National Historic Site, and the Mosaic Templars Cultural Center. Her thesis is the biography of Katherine Carson Breckinridge, who attended the wedding and coronation of Tsar Nicholas II as wife of the United States Minister to Russia. In her role at CALS, she works with the Encyclopedia of Arkansas, the DIY Memory Lab, and the Butler Center for Arkansas Studies.

Billy Higgins

Billy D. Higgins is recently retired Professor of History at University of Arkansas – Fort Smith where he taught courses on the New Republic and the Age of Jackson. He has authored four  books and co-authored another.  A Stranger and a Sojourner:  Peter Caulder Free Black Frontiersman in Antebellum Arkansas University of Arkansas Press, 2004, was the co-winner of the Arkansas Historical Association’s 2005 J. G. Ragsdale Award for best book-length study of Arkansas History and it was reviewed in such scholarly journals as the American Historical Review, the Journal of American History, and the Journal of Southern History.

The National Park Service published his book entitled Fort Smith: Vanguard of Western Frontier History in 2007.   The Butler Center for Arkansas History and Culture published The Barling DarlingHal Smith in American Baseball in 2009. He co-authored a history of his university entitled, The First 85 Years, 1928 – 2012 published by UA Fort Smith in 2013.  Higgins is past  editor of the Journal of the Fort Smith Historical Society and has published articles and book reviews in three historical journals and in the Arkansas Democrat-Gazette.
